Agile Integration Governance

Applying Agile to the challenges of scale

Many organisations have a complex supply chain for the delivery of programmes and large projects.  Often a blend of internal teams and external suppliers provide the required resources and this can lead to a number of symptomatic problems:

- Overshooting schedule or budget due to significant integration issues
- Not knowing with confidence the true status of the programme
- End to end capabilities of the system are unfulfilled

The reasons these problems exist is that there is a capability gap in accountabilities and tension between Agile and the programme / project governance.   For example architects concern themselves primarily with the structure of the systems and not the order that it should be built to enable continuous integration at the programme / project level.  As a result of this, programme and project managers do not plan on the basis of this key information and often the risks and issues are “snow plowed” to the end.

Agile processes address the symptomatic problems at the micro level only in a multi team environment.  Only Agile Integration Governance addresses the end to end.

The diagram below illustrates the tension between the programme level “V” and the iterative nature of the agile deliveries.  It illustrates the most common structure for the integration of Agile teams into a programme / large project structure.  This approach exploits many of the strengths of Agile but it does not lift these to a higher level and also the critical intra team co-ordination and integration is weak.
